Stabilize mgmt_sso test pipeline by adding waits and improving synchronization

This MR improves the reliability of the mgmt_sso pipeline by addressing timing-related failures in Playwright test cases.

Most issues were caused by elements not being visible or ready before interactions, especially during OIDC login flows and dashboard loading.

• Added wait conditions to load the elements.
• Set timeouts for page load and network idle.
• Enhanced synchronization for post-login redirection and overlay removal.
• Enhanced SSO login synchronization via updated helper functions (e.g., wait_for_overlay_to_clear).

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
