What does this MR do and why?

Revert !4683 (merged) "Add keycloak resources for realm and builtin resources"

As we're observing #3056 (closed) quite frequently in CI since !4683 (merged) was merged, we're suspecting it to cause that issue (it was also observed in the review process)

We'll try to better understand what is causing this issue while we'll re-intoduce this work.

Note that current MR is also reverting !5884 (merged) "Add healthChecks on CrossPlane unit" that landed on top of !4683 (merged)

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
