Fix intermittent playwright test failures in test_neuvector_sso caused by timing issues during page initialization.

Closes #3057 (closed)

The test(test_neuvector_sso) occasionally failed with TimeoutError: Locator.click or Locator.is_disabled due to the Login with OpenID button being blocked by the .system-prepare overlay or not yet enabled when the test attempted to interact with it

Problem:

• The .system-prepare overlay was still visible and intercepting pointer events while the test tried to click the login button.
• In some runs, the Login with OpenID button was not yet rendered or still disabled when accessed by Playwright.
• This caused Locator.click and Locator.is_disabled timeouts intermittently across browsers.

Fix:

• Improved error handling using a defensive try/except TimeoutError block via newly added function(wait_for_overlay_to_clear) in same MR, for environments where the overlay might not appear.
• Added explicit wait for .system-prepare overlay to be hidden before any interactions.
• Added wait for the Login with OpenID button to appear in the DOM

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
