Add vault existence check to Vault restart policy

What does this MR do and why?

As observed in recent CI runs, mgmt-policy-report is failing due to restart-vault-on-cert-renewal policy being in error (see https://gitlab.com/sylva-projects/sylva-core/-/jobs/11787291613 and recent nightly pipelines). This is being caused by the fact that the vault resource is not existing at the time where the mutation is being tried.

This MR is introducing a precondition that checks for the vault existence, before trying to mutate it. We have been already doing this in multiple places in our policies.

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
