[backport-1.4] CI: add tools/check-sylva-units-k8s-versions.py

What does this MR do and why?

This is a backport of !5687 (merged), with one modification.

We have some misalignment in the version of Helm charts for calico and ingress-nginx vs the version officially supported for RKE2, for Kubernetes 1.29:

This is minor and independent of this MR.

To still benefit from this tool, I've added || true to the CI job to avoid having the CI pipelines fail. We'll still benefit from this tool by looking at its output.

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
