move grafana additional sources from configmap to secret to avoid password leak

The aim of this MR is to move grafana additional source definition from configmap to secret as with configmap loki and thanos password leak in the configmap data.

This MR create a secret grafana-additional-datasources in the cattle-monitoring-system. it contains the datasoruces previously contained in the configmap. it had a label

"grafana_datasource" with the value "1". the grafana sidecar values are updated to target this grafana_datasource value.
