CI: increase time for debug-on-exit, increase deployment job timeouts

debug-on-exit artifact is not available in some CI runs (e.g https://gitlab.com/sylva-projects/sylva-core/-/jobs/11496045452)

For each job we "carve" some time at the end of a job to ensure that debug-on-exit has time to run before the Gitlab CI job timeout. This is done by giving as sylvactl --timeout .. a time which is "how much time remains" minus "how much time debug-on-exit needs".

This MR:

• increases debug_on_exit_max_duration_seconds ("how much time debug-on-exit needs")
• increases the total deployment timeout (or else this MR would reduce the sylvactl timeout)

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
