bootstrap: use increased memory for flux controllers, as in mgmt cluster

We increased memory limits for Flux controller in https://gitlab.com/sylva-projects/sylva-core/-/ merge_requests/5447/diffs, but this hadn't been made in a place where it would be effective in bootstrap context (for bootstrap, ensure_flux uses the kustomize-units/flux-system/offline and the new settings had been done in kustomize-units/flux-system/in-cluster)

This MR changes the place where we override limits so that it will apply to bootstrap phase as well (with a small rewrite).

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
