Fix renovate configuration for OCI based helm_repo_url

What does this MR do and why?

Since the merge of !5400 (merged), our renovate pipeline is failing on sylva core. This MR fix it by updating the configuration.

1. Minor update of the previous regex to avoid having whitespaces in registryURL
2. Update the exisitnh regex to only match https:// scheme
3. Create a new rule to match oci:// scheme, for this case we must rely on docker datasource instead of helm

I choose to have 2 different rules to avoid very complex templating

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
