Disable monitoring stack rules in management cluster Prometheus

disable_monitoring_rules_in_mgmt_cluster into main

Disable the monitoring stack related alerting rules in the management cluster, as these rules are evalued in Thanos for all clusters and we'd get duplicate alerts

sylva-thanos-rules tag includes the rules that replace the disabled one
