Prevent deadlocking gitlab runner with the keep deployment runner busy job

What does this MR do and why?

Allow the 🚦 keep deployment runner busy job to retry once in case of a timeout.

When doing maintenance on the runner, we sometimes need to restart the gitlab-runner service.

When shutting down, the runner will stop accepting new jobs and wait for the active ones to finish.

We may end up with a deadlock since we cannot execute test jobs until the runner is back online and any active job on the runner will prevent it from stopping.

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
