avoid downloading sylva-toolbox when already present via ci-image

This MR optimizes CI by avoiding the pull of sylva-toolbox in some cases.

The optimized case is the jobs running on a Docker runner and which are the first job of the pipeline: today those jobs pull the sylva-toolbox although it is already present in ci-image container image.

Jobs that aren't optimized by this MR:

• capm3/libvirt-metal, because they don't use the ci-image container image (shell runner)
• jobs that already benefit from Gitlab CI caching (jobs after the first job of a given pipeline)

The only jobs that are optimized are: capo and capd deploy-management-cluster jobs, where we win approx. 1 minute.

(well, ok, you can challenge the cost/benefit ratio of this MR -- it's tiny ... but now that this is done, why not use it ?)

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline
