make Vault version detectable by tools/generate_units_documentation.py

Closes #2738 (closed)

To make the version of Vault detectable by tools/generate_units_documentation.py, this MR reverse the information flow:

• the version "source of truth" becomes units.vault.info.version (which tools/generate_units_documentation.py already knows about)
• this versions is then used with a $substitute in the Vault.spec.image field

As a nice side-effect, this MR also gives us a way to have renovate bot be able to upgrade these container images. This isn't a huge win today (because we're stuck on Vault 1.13.13, 1.13.x gets no upgrade anymore). But this will help in the context of !3401 (merged).

• autorun pipelines
• allow failure on pipelines

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
