Upgrade kubevirt manager to 1.5.1

This MR upgrades the KubeVirt Manager version from v1.5.0 to v1.5.1 to align with the recent upgrade of KubeVirt to v0.5.0 (SUSE-based packaging). The goal is to ensure compatibility, feature parity, and improved user experience in the VM management UI.
It will also fix the issue i.e. taking too much time to open the dashboard

Notes:
- Enabling
autorunwill make deployment pipelines to be run automatically without human interaction - Disabling
allow failurewill make deployment pipelines mandatory for pipeline success. - if both
autorunandallow failureare disabled, deployment pipelines will need manual triggering but will be blocking the pipeline
Be aware: after configuration change, pipeline is not triggered automatically.
Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
