Create the grafanaeditor and grafanaviewer roles in case of upgrade

What does this MR do and why?

The Keycloak grafanaeditor and grafanaviewer roles introduced by #2110 (closed) are properly created on a fresh install, but not on an upgrade of an existing deployment.

This MR makes the keycloak-add-realm-role.sh script also add the grafanaeditor and grafanaviewer roles in case of upgrade.

The loop make use of the not-so-often bash feature of associative arrays.

• created with declare -A
• loop on the indexes with ${!roles[@]}
• reference the value associated with the key with ${roles[$ROLE]}

The end result is that the "description" field of the roles matches what is defined in kustomize-units/keycloak-resources/keycloak-realm.yaml

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
