replace custom pre-commit hook script in favor of pre-commit framework

What does this MR do and why?

Implement a suggestion from @jonathang to replace our custom pre-commit hook script in favor of a pre-commit-hook configuration file.

This file can be used with the pre-commit-hook framework: https://pre-commit.co which is able to manage the installation of required dependencies, run only when some files are changed etc ...

This MR is a basic implementation of our current script, but the idea behind is too enrich it with some checks/lints currently done only in CI.

This could help developer to push that will pass the CI and avoid the push => ⚠️ CI linter failed => push a fix pattern

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
