Add enabled-units to sylva-units-status

What does this MR do and why?

Adds enabled-units dict to the sylva-units-status configmap which is updated at the end of a successful deplyment to make it easier and more reliable to track if a unit was previously deployed or not.

Currently we rely on the sylva-units-values secret to do this, but it doesn't always reflect the correct status, for example if a user interrupted an apply.sh and then reruns it the new run will conclude that the unit was deployed even if the reconciliation did not reach that point.

This should be backported in 1.4 in order to help with the migration to Cilium introduced in !3924 (closed), but it is debatable since it is not a bug fix.

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
