[Release-1.4] Update sylva-library tag to follow release branch

sylva-library repo has been missed in the process of creating a stable branch for sylva 1.4

what we need to do is:

• (1) create a release-0.3 branch for work for sylva-1.4, from the 0.3.5 tag used in sylva-core release-1.4
• (2) create a 0.3.7 and do an MR in sylva-core release-1.4 to use it
• (3) create a 0.4.0 tag, from the 0.3.5 tag used in sylva-core release-1.4, and use it in sylva-core main
• (4) create an MR in sylva-core main to use 0.4.0
• (5) tag new sylva-library with 0.4.1 -- the new work for cabpoa will use that one
• (and tag 0.3.6 should not be used anywhere)

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
