Improve check_args() validation and error messaging

This MR enhances the check_args() function used in script common.sh and called via scripts like apply.sh and apply-workload-cluster.sh , to provide clearer and more accurate validation when checking for environment directories and kustomization.yaml

• Added explicit check to validate if the passed environment directory exists (-d "$1")
• Introduced separate error messages for missing directory
• Updated usage and error text to be generic for any cluster type (workload or management), avoiding misleading references to only "management cluster"

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
