Make Kubevirt test VMs parameters configurable more easily

This MR updates the KubeVirt test VM definitions to make them resource-efficient and CI-friendly by:

Reducing hardcoded resource values set under VM templates. Supporting external configuration of key VM parameters: CPU, memory and image.

It will help user to test Kubevirt VM images and resources by passing from environment like:

Default values will remain same:

          CPU_CORE: 1
          REQUESTED_MEMORY: '128Mi'
          IMAGE: 'quay.io/kubevirt/cirros-container-disk-demo:v1.4.1'
          CLOUD_INIT_NO_CLOUD: SGkuXG4=

These changes are aimed at improving CI performance, speeding up test runs, and reducing the resource footprint when running multiple VMs in parallel.

If need arise, more parameters can be made configurable

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
