Replace spec.running with spec.runStrategy in KubeVirt VM specs

This MR updates Kubevirt VM definitions to align with the latest Kubevirt API standards by replacing the deprecated field spec.running with the recommended spec.runStrategy.

Changes Made:

• Replaced all usage of spec.running with spec.runStrategy: "Always", which maintains the same behavior (VM starts automatically and restarts on failure).
• Ensured compatibility with current Kubevirt versions that have deprecated the spec.running field.
• Validated that VM behavior remains consistent post-change.

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
