What does this MR do and why?

Implementation of Chainsaw Policy Test Suite:

• Added a new Chainsaw-based policy test suite for automated admission policy validation in CI.
• Implemented volume separation by test suites: each suite’s test files are mounted from a dedicated ConfigMap, making it easier to manage and scale tests without overloading a single ConfigMap.
• Disabled disableNameSuffixHash in all ConfigMaps for predictable names and easier reference.
• Chainsaw test reports are stored in /tmp/chainsaw-report (mounted via chainsaw-reports emptyDir volume) to facilitate both CI and local testing.
• Integrated Chainsaw job execution and log/report collection into the GitLab CI pipeline.
• Provided example test cases and documentation for extending the suite.

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
