bootstrap: sylva-capi-cluster should not see kind pod/subnet ranges in no_proxy

Validation: in https://gitlab.com/sylva-projects/sylva-core/-/jobs/10164325905 update-management-cluster job, the reconciliation of cluster/cluster-ready/cluster-machines-ready units took a few 10s of seconds.

This MR was the opportunity to notice (credits to @dragos.gerea) that what we had in place to avoid redeploying Flux on pivot wasn't working (a typo servicesSubnet/serviceSubnet was resulting in not removing the kind service subnet from the no_proxy passed to Flux in bootstrap environment). So this MR will also improve how flux unit is deployed in mgmt cluster.

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
