allow OCI charts to be pulled by OCI building tool

What does this MR do and why?

ci: allow OCI charts to be pulled

We are integrating a new unit flux-operator, that's already an OCI image, but still want to push it on our gitlab registry.

So, as OCI are not compatible with --repo flag (see https://github.com/helm/helm/issues/12471) I suggest this modification to support both HelmRepo and OCIRepo. Otherwise the push helm chart fails. We already have done this modification on caas-cnp side FYI and it works

Global config for deployment pipelines

  • autorun pipelines
  • allow failure on pipelines
  • record sylvactl events

Notes:

  • Enabling autorun will make deployment pipelines to be run automatically without human interaction
  • Disabling allow failure will make deployment pipelines mandatory for pipeline success.
  • if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
