increase spec.interval of FluxCD resources
For historical reason, we've had quite short spec.interval on FluxCD resources.
For "source" resources, this isn't relevant: in sylva, we typically do not point to branches, we point to a tag (or a commit for sylva-core/sylva-units). So there isn't any value in "refreshing" things every hour. This MR changes the interval to 168h (one week).
For resources producing resources (Kustomization and HelmReleases), spec.interval is only useful to trigger drift correction in periodic reconciliations (changes in sources are acted on in an event-driven manner when the source is updated). Here, again our default interval of 15 min is probably much too aggressive. Correcting drift seems like something that could be done more rarely. This MR proposes to change this to 24h. There's a subtlety though: to detect anomalies in our system, we have a CI job that detects unexpected drift corrections -- this can work only if periodic reconciliation happens during a CI run -- to ensure that, the change in this MR are associated with a CI values update that uses a lower value (20m) for CI jobs (so this MR depends on sylva-projects/sylva-elements/ci-tooling/ci-deployment-values!201 (merged))
