avoid transient error message for cluster-node-deletion-timeout-fix unit on fresh install
On fresh installs we have transient errors like this:

the kind defined in the all match resource is invalid:
unable to convert GVK to GVR for kinds cluster.x-k8s.io/*/Machine, err:
failed to find resource (cluster.x-k8s.io/*/Machine/)
This is because we try to install this policy too early, before the CAPI CRDs are installed.
This MR adds a dependency to fix this.

- Enabling
autorunwill make deployment pipelines to be run automatically without human interaction - Disabling

Be aware: after configuration change, pipeline is not triggered automatically.
Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
