cleanup units for upgrade kube-jobs and policies
This MR does cleanups on units that were used for previous Sylva upgrades but that aren't relevant any longer:

cluster-node-deletion-timeout-fixwas used to set the CAPI nodeDeletionTimeout prior to the upgrade to Sylva 1.1, not needed anymore now that sylva-capi-cluster sets it -
calico-rke2-chart-cleanupwas used to delete the RKE2 HelmChart for calico prior to the upgrade to Sylva 1.3; not needed anymore since today's design is that this chart is used on installation of first node and removed right after (by cloud-init commands) -
cluster-prevent-rke2-helmcharts-calico-metallbthis unit was installing a Kyverno policy to tweak RKE2 HelmChart objects to avoid rare occurences where the RKE2 HelmChart controller would uninstall these charts; this isn't relevant to keep now that Flux is used to handle Calico and MetalLB (the only moment where those RKE2 HelmChart resources are used is on installation of first node, which is short, and anyways it's not a moment where we could have this policy installed as a safe-guard)

allow failurewill make deployment pipelines mandatory for pipeline success. - if both
autorunandallow failureare disabled, deployment pipelines will need manual triggering but will be blocking the pipeline
Be aware: after configuration change, pipeline is not triggered automatically.
Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
