Cluster unit check for calico unit during upgrade

What does this MR do and why?

Adds a check whether calico and calico-crd units are enabled for cluster unit during upgrade. On OKD, when calico is not enabled, during upgrade of workload cluster - apply-workload-cluster script is timing out. So, this check is required when calico is not enabled.
