cleanup: remove now useless 'cluster-rke2-migrate-legacy-etcd-certs' unit

unit-cleanup-cluster-rke2-migrate-legacy-etcd-certs into main

This MR was necessary to upgrade from Sylva 1.1.1 to Sylva 1.2.x and it not necessary anymore: it was used to migrate CAPI RKE2 cluster etcd certificates for cluster created with cabpr < 0.3 ; Sylva 1.1.1 had 0.2.7; and since Sylva 1.2.x we have 0.7.x.
