improve robustness of metallb-rke2-chart-cleanup unit

In the context of !3218 (merged) we finally found a rather clean way of deleting the RKE2 HelmChart resources, fully ensuring that the RKE2 HelmChart controller will not attempt a Helm release removal when we remove the resource.

This MR imports this improvements into the metallb-rke2-chart-cleanup unit.
