refine sylva-units-status annotation to reflect migrations

We merged !3334 (merged) and right after @rletrocquer commented that having upgraded-from-1.1.1 on a fresh install is confusing.

Indeed the intent behind this annotation is to reflect that "migrations needed when upgrading from 1.1.1" are now irrelevant.

This MR proposes ignore-migrations-from-1.1.1 which I hope can clearly reflect this idea.
