fix metallb-resources-annotations Kyverno policy

I realized while finishing !3271 (merged) that mutate.targets of a Kyverno mutate policy need to specify name or else they will match all resources of the specified Kind.

This MR fixes the metallb-resources-annotations Kyverno policy, which in their current state would match all resources of those kinds including ones not defined via our metallb-resources chart.
