Fix missing namespace on new workload clusters

Fixes the fix_sylva_units_deprecated_configuration modified in !2881 (merged) to not fail on new workload cluster creation with:

Error from server (NotFound): namespaces "rke2-capm3-virt" not found

We didn't notice it in that MR because it was tested with ci-featuretest-upgrade-from-1.1.1
