move some credentials to helm_secret_values/kustomization_substitute_secrets

This MR moves some secrets, which are today "leaking" in clear text in HelmReleases and/or Kustomizations, into helm_secret_values/kustomization_substitute_secrets to have them be always carried in Secrets.

This is about:

  • keycloak postgres
  • grafana
  • loki
