Revisit deployment rules for renovate MRs

What does this MR do and why?

In order to save some CI time & credit this MR change:

  • renovate configuration so e2e-tests label will not be added to all renovate MR by default
  • change the default rules of ☁capm3-virt 🚀rke2 🎸suse 🛠ha: job to automatically start it on MRs labeled with renovate
