Fix rules for cross repo pipelines

What does this MR do and why?

cross repo pipelines can't use OCI artifacts, due to the recent reworks of the CI the OCI_TAG variable is no more set at global level. This MR adapts the rules to parse the oci option in the pipeline name and prevent the creation of oci based pipelines
