Serve 1.28 image for workload cluster

What does this MR do and why?

As we moved to k8s 1.29 as default version for Sylva.

We should ensure that we serve the 1.28 image in the management cluster to be able to test the update from 1.28 -> 1.29 of the workload cluster in our schedule pipelines
