What does this MR do and why?

This MR introduces the ability to configure concurrent reconciles, feature gates, and log level options for Flux controllers.

By enabling these configurations, users can effectively manage the maximum number of concurrent reconciles for Helm releases.

This MR addresses and resolves issue #1684 (closed).
