renovate: allow use of Rancher 104.x chart

@asollaud noticed that the pinning we had made for rancher charts in 103.x versions (that is supposedly recommended with Rancher 2.8) should be revised now that we use rancher 2.9 (!2943 (merged))

This MR updates renovate bot configuration to let it use 104.x versions.
