align Loki on v3.1 (non-OCI was stuck on v2.9)

For loki, what our CI has been testing is v3.1.1, because our only job with Loki is capo-misc which is using OCI artifacts. So the version to use to converge back to a sane state should be v3.1.1. This means that non-OCI based deployments (typical dev environments) will "suddenly" be upgraded to v3.1.1.
