revert the upgrade of capm3 to 1.8.x

This reverts merge request !2827 (merged) where capm3 was upgraded from 1.7.x to 1.8.x.

Two motivations:

  • #1632 (closed)
  • the work on upgrading to CAPI 1.8.x in !2710 (closed) exposed some issues in capm3 scenarios, and those issues don't happen when downgrading capm3
