cluster-garbage-collector: produce events in sylva-system, not in the cluster namespace

If we want to investigate and need to know what action where taken in a workload cluster namespace during the deletion of the workload cluster, then it's better to have the script produce k8s Events in sylva-system namespace, or else the events are deleted during the namespace deletion.
