Fix permissions for sylva-admin in rancher

This MR fixes the permissions that sylva-admin user from keycloak has in rancher by binding the user id to the admin user in keycloak (what happens in a manual config). Alongside that, we set eula to agreed in rancher to avoid the login loop.
