RKE2: test delayed etcd membership pruning
What does this MR do and why?
This MR tests an alternative rke2-control-plane provider where etcd members are not pruned immediately during rolling upgrades: these lines are removed and we rely on periodic reconcileEtcdMembers that ensures the number of etcd members is in sync with the number of machines/nodes.
