descheduler: fix RemovePodsHavingTooManyRestarts
I noticed that the config block of descheduler unit for deschedule / RemovePodsHavingTooManyRestarts plugin, wasn't at the right indentation level.
I was going to fix it, but then I thought that, at least in CI and dev envs, we want to keep pod having restarts, because we want to have the opportunity to notice and troubleshoot this misbehavior. Even in production we would possibly need to investigate. Descheduling them to have them restart elsewhere does not seem backed by a particularly strong rationale, I think.
So this MR is proposing to remove this descheduler plugin configuration.
