have harbor storage default to ReadWriteOnce

This MR is meant to preserve upgradability from sylva 1.1.0 to 1.1.1 when longhorn is used (more generally when the CSI used for harbor supports readwritemany). This is achieved by using the same default value for Harbor storage as in 1.1.0 (ReadWriteOnce)
