Draft: Revert of "Revert Enabling kubevirt and dependent units in capm3 libvirt-metal CI"

Depends on: !2460 (merged) sylva-projects/sylva-elements/ci-tooling/ci-deployment-values!16

This MR will revert the !2353 (merged) Which is further revert of !1274 (merged)

As there was issue in CI pipeline when "Upgrade from 1.1.0 to main" nightly jobs.

CI fix is already introduced in: !2460 (merged) So after then we can re-enable kubevirt for all capm3 ci jobs
