workload clusters: properly depend on mgmt-cluster-ready Kustomization

With this MR, in https://gitlab.com/sylva-projects/sylva-core/-/jobs/6763784948#L556:

2024/05/02 10:57:01.486416 Kustomization/cluster-bmh state changed: DependencyNotReady -
dependency 'rke2-capm3-virt/mgmt-cluster-ready' is not ready

This is llustrates that an example unit in workload cluster namespace now correctly depends on mgmt-cluster-ready, as intended by !1923 (merged).
