Small improvements in kyverno policies

What does this MR do and why?

This MR proposes a couple of improvement to kyverno policies:

  • Relax kyverno policy validating flux force annotation

    This annotation is only relevant for resources created by flux controller

  • Improve ensure-pdb-minreplicas kyverno policy

    Take the pdb with the highest minAvailable value in case where multiple pdb would match the selected resource.
