CAPM3: Enable longhorn unit in workload cluster

What does this MR do and why?

Once MR !2131 (merged) landed, prometheus should have persistent volume but in our CI for capm3 scenario workload cluster does not provide any storage system ( longhorn ) as a default unit. This MR intend to set enable longhorn for all capm3 cases that we have in CI.
